Lead author of the UNDP Good Practice Guide on Climate Change Audit, synthesising analysis of approximately 95 audit reports from 45 Supreme Audit Institutions across all regions. The guidance is designed to support SAIs at different levels of institutional capacity and to strengthen practical approaches to climate accountability and oversight.

Designed and delivered material for the SIGMA/OECD April 2026 workshop for Supreme Audit Institutions from EU candidate and potential candidate countries in the Western Balkans, positioning fiscal policy coherence and fiscal sustainability as practical entry points to environmental and climate audit. Presenting at EUROSAI WGEA in Madrid (May 2026) on progressive audit methodologies and the fiscal sustainability challenges arising from climate change.
Fiscal Reporting and Behavioural Change
Peter Welch co-authored “New development: Fiscal reporting — new potential to drive decision-making and behavioural change” with Delphine Moretti of the OECD, published in Public Money & Management in July 2025. The article examines how digital platforms and expanded disclosure requirements can help transform fiscal reporting from a backward-looking compliance process into a tool for decision-making, transparency, and organisational change.
Earth observation and the finance ministry information gap
Peter Welch authored an Overseas Development Institute article examining how earth observation data and AI can help finance ministries identify climate-related fiscal exposures, strengthen monitoring capacity, and improve evidence for public financial management decisions.
